Permits are typically required by the goverment agency that owns the land: National Park Service, Buearu of Land Management, California State Parks, etc. They all vary in the visiting rules and application process. With the web it is easier to check for changes to the rules, they can change quickly especally road closures and fire danger. The most common are FIRE PERMITS and backcountry permits.

Bear Cans are recommended everywhere and are mandatory in much of the Sierras. A fed bear is a dead bear. Sierrawildbear.gov

Adventure Passes are required to PARK in these forests, unless you PAY FOR CAMPING IN A CAMPSITE. Hint: when you buy the first, the second is $5.
