The TPS should be adjusted to 0.095 to 1.00 v for all 2.3L turbos (except SVO'S 0.88 TO 0.90). It is hard to get a reliable test voltage using test probes. The answer is to make a test cable. To use it unplug the TPS connctor and pulg in the test cable, connect the DVM and turn the key on.
